Clause 1

1. The ScoutLink Global Council is the decision making body of the ScoutLink network and consists of all confirmed country/regional co-ordinators (see clause 3) and the appointed TechTeam co-ordinator (see clause 4).

2. The ScoutLink Global Council will hereafter be referred to as the ‘Council’.

3. The Council elects a Chairperson by rotation each year in December from the Council membership.

4. The Chairperson shall: a. hold this office for one year; b. lead the Council meetings; c. pursue representation of ScoutLink and ScoutLink.net with the World Scouting and Guiding Organisations either by himself/herself or through other members of the Council.

5. The Council elects a Secretary by rotation each year in December from the Council membership.

6. The Secretary shall: a. hold this office for one year; b. draft the meeting agenda for the Council at least one week before the meeting; c. communicate this agenda to the ScoutLink users; d. take minutes of the Council meetings and save the meeting log; e. draft a meeting report not later than one week after the Council meeting; f. communicate this meeting report to the ScoutLink users; g. draft and sent letters on behalf of the ScoutLink network as required by the Council. h. chair the Council meeting in absence of the Chairperson.

7. The Council shall meet at least once per month or as often as the Chairperson deems necessary or after a request of more than four Council members to the Secretary. Note: normally extraordinary meetings of the Council will only be held in case of an emergency or urgent situation requiring the Councils immediate attention.

8. The Council may use the Council mailing list to take decisions outside scheduled meetings. In this case all members must have the opportunity to express their opinion by mail. Decisions made using the mailing list will be in accordance with sub-clause 1.9 and shall, together with the expressed opinions, be added to the minutes of the next Council meeting. Note: ample opportunity is deemed to be given if members are given two working days to express their opinion with due attention given to regional public holidays and religious festivals.

9. Council decisions shall be approved by a majority of Council members at a Council meeting where more than half the Council membership is present. In case of using the mailing list as mentioned in sub-clause 1.8, the decision shall be approved by a majority of Council members and with more than half the Council membership returning a vote.
