CLAUSE 2

NATIONAL OR REGIONAL RECOGNITION

1. Users representing a specific country or geographical region, can apply to Council for recognition of a specific country or region by ScoutLink.

2. In order for Council to recognise a specific country or geographical region, the application as mentioned in sub-clause 2.1 above shall be supported in writing by:

a. at least 10 (ten) users.;

or

at least 5 (five) users if the request is supported in writing by at least one of the national Scout or Guide associations of a country or by at least two national Scout or Guide associations from different countries making up a geographical region, whichever is applicable.

3. Council will decide on the application within two months of receiving it. The following consideration shall be made when deciding on the application:

a. does an existing ScoutLink region already provide sufficient coverage;

b. will the recognition of the proposed country or region contribute to furthering the aims of ScoutLink;

c. have the applying users been sufficiently active in ScoutLink in order for them to manage an allocated channel in accordance with this document;

d. have participants from the proposed country or region been active during the previous JOTI in ScoutLink.

4. Based on the consideration mentioned in sub-clause 2.3 above, Council shall decide to:

withhold recognition; postpone recognition; recognise the proposed country or region.

5. In case of withholding recognition, the applying users or their representative shall be informed in writing of the decision taken including the arguments on which the decision was based.

6. In case of a postponed recognition, the applying users or their representative shall be informed forthwith and will be allowed the use of a temporary channel as mentioned in clause 5. Council shall then reconsider the application within 6 months and either withhold recognition or recognise the proposed country or region after that period.

7. In case of recognition by Council, the applying users or their representative shall be informed forthwith, where after they can elect a country co-ordinator or regional co-ordinator, whichever is applicable, in accordance with clause 3.

8. Council can decide to withdraw country recognition only on basis of a report in accordance with sub-clause 3.8 and after having considered whether a merger with other countries into a region or a merger with another region into a bigger region, whichever is applicable, would serve the interest of users.
