CLAUSE 3 COUNTRY/REGIONAL CO-ORDINATOR

Call for elections

1. Elections for country/regional co-ordinators shall be organised at least once every three years before the ending of the term of office of the sitting country/regional co-ordinator. Council shall appoint a council member as the Council representative to oversee the elections.

2. The Council representative shall request two regular users (see clause 7) of the country/region concerned to step forward as election organisers. If less than two regular users step forward within 7 days of the request being made through the country/regional mailing list, the Council representative shall appoint one or two election organisers, whichever is required. If more than two regular users step forward the Council representative shall choose two election organisers from the regular users which have stepped forward.

3. The election organisers shall draw up an electoral list from the users subscribing to the country/regional mailing list.

Note: this sub-clause assumes that those users subscribing to the country/regional mailing list are also registered with nickserv.

4. The election organisers shall call the election by posting a ‘call for election’ to the electoral list informing all regular users on the list of:

a. the fact that an election will be held for the position of country/regional co-ordinator for the region or country concerned;

the right regular users have to nominate one or more regular users for the position of country/regional co-ordinator; for this purpose the electoral list shall be included in the said call for election; the name and e-mail addresses of the election organisers and the Council representative overseeing the election; the requirements nominees must meet (see sub-clause 3.6) in order to become candidates in the election; only nominations that were received within 14 days after posting the call for elections shall be considered in drawing up the list of candidates for the election.

5. Elections shall not be organised during national school holidays and any public or religious holidays shall be excluded from the time periods mentioned in this clause.

Requirements for country/regional co-ordinator

6. A (candidate) country/regional co-ordinator shall:

be of legal voting age in the country of residence; b. be involved with Scouting or Guiding within the country of residence and a member of the respective national association and be able to demonstrate this;

c. be named on the electoral list of the country/region concerned;

d. not have served two consecutive terms of three years as a country/region co-ordinator within a period of three years prior to the election date.

Candidates for election

7. The election organisers shall draw up a list of candidates including only those nominated that have indicated availability and which meet the requirements of sub-clause 3.6. The list of candidates shall be verified by the Council representative.

8. In the absence of nominations or of suitable candidates and in the case of the sitting country/regional co-ordinator having served all terms of office, the Council shall appoint an interim country/regional co-ordinator. The interim country/regional co-ordinator shall investigate the need to maintain recognition of the country/region and report back to Council within 6 months. Based on this report Council shall decide on recognition in accordance with sub-clause 2.8.

Elections

9. No elections need be held in the case of the sitting country/regional co-ordinator being the only candidate or in case the Council has appointed a candidate in accordance with sub-clause 3.8. In any of these instances the said candidate will be considered duly elected.

10. In the case of more than one candidate, elections shall be held for the position of country/regional co-ordinator and the election organisers shall post a list of candidates to the regular users on the electoral list requiring them to name the candidate of their choice within 14 days of the list of candidates being posted.

11. The election organisers shall record all the votes put forward in a log. Any vote naming more than one candidate or naming a candidate not on the candidate list shall be counted as an abstention. After receiving all the votes or after the said period, the election organisers shall forward the log, together with a report on the total votes received, the total number of abstentions and the total amount of votes per candidate to the Council representative.

12. The Council representative shall call the election result by naming the candidate receiving the most votes as the duly elected country/regional co-ordinator. The election result shall be reported to the country/regional mailing list, the Council mailing list and the Team mailing list.

13. In the case of a tied vote, a second election round shall be held naming only the two tied candidates as candidates for whom a vote can be cast. The second round shall be conducted in accordance with the relevant sub-clauses above. If the second round ends in a tie, the Council representative shall draw as to which candidate becomes the duly elected country/regional co-ordinator.

Confirmation of appointment by Council

14. Council shall confirm the appointment of the newly elected regional/council co-ordinator to the Council at their first meeting after the election result has been made public. Council can decide to withhold the appointment only in case of serious doubts regarding the fulfilment of the requirements mentioned in sub-clause 3.6.or in case serious questions have arisen regarding the election procedure.

15. If Council decides to withhold the appointment it can only do so for a maximum of 13 weeks within which period the cases mentioned in sub-clause 3.13 shall be investigated by a panel consisting of three Council members not having been involved in the said election. The panel shall advise either to confirm the appointment or to nullify the election. A decision to nullify an election requires a three-quarter majority of Council members present.

16. Until the time the newly elected country/regional co-ordinator has been confirmed by Council the sitting country/regional co-ordinator shall continue his duties. Upon confirmation the newly elected country/regional co-ordinator shall receive operational status (see sub-clause 3.20) within 24 hours. The operational status of the sitting country/regional co-ordinator shall be withdrawn at the same time.

Responsibilities, duties, authority

17. A country/region co-ordinator is responsible for:

Representing the interests of the country/region users with Council; Promoting ScoutLink to the respective national Scouting and Guiding Associations; Organising a country/regional team.

18. A country/regional co-ordinator shall:

Maintain a close chatting relationship with the users of the country/region channel; Attend Council meetings and file country/regional progress reports; Appoint a deputy to represent the country/region with Council in case of his/her absence during a Council meeting or in case of a longer absence; If foreseen that he/she will be unable to fulfil his/her responsibilities for a period longer than 13 weeks, notify the Chair of the period of absence and the regular user deputising.

19. A country/regional co-ordinator has the authority to:

Op users to the position of channel operator for the country/region channel; Op users to the position of a theme channel on the request of a global co-ordinator; Op the appointed deputy (see sub-clause 3.18.c) to temporary ircop status for the duration of the deputation period. Temporary ircop status for the purpose of this sub-clause is meant to be o-lines at level 10 within the network but without the ability to set g-lines; Represent ScoutLink at a national level within the respective country or region.

Operational status

20. A country/regional co-ordinator shall have o-lines at level 10 within the ScoutLink network.

Removal of country/regional co-ordinator

21. Council can remove a country/regional co-ordinator only in the event of:

a. a country/regional co-ordinator being inactive for an unbroken period longer than 60 days without written consent of the Chair and this being demonstrated on basis of the nickserv registration log and the country/regional co-ordinator not replying to an enquiry to explain his/her absence by the Chair within 14 days of that enquiry being made;

b. a country/regional co-ordinator not attending three consecutive Council meetings, failing to file country/region progress reports for the mentioned meetings, not sending a deputy to attend those meetings, and not replying to an enquiry to explain his/her absence by the Chair within 14 days of that enquiry being made.

22. Council shall vote on the removal of a country/regional co-ordinator and shall call for elections forthwith and appoint a Council member to act as interim country/regional co-ordinator until such time a duly elected country/regional co-ordinator can be confirmed by Council.

23. In the event of a country/regional co-ordinator being suspended by his/her national organisation or if proven testimony is provided of a country/regional co-ordinator not longer fulfilling the requirements in accordance with sub-clause 3.6, the Chair has the right to suspend a country/regional co-ordinator with immediate effect until such time a Council vote is taken on whether or not to remove the country/regional co-ordinator concerned.

Resignation

24. A country/regional co-ordinator can resign his/her position by notifying the Secretary. In the event of a country/regional co-ordinator resigning, Council shall call a new election.

Leave of absence

25. A country/regional co-ordinator can ask for leave of absence from the Chair for an unbroken period of no longer than 26 weeks. A country/regional co-ordinator requiring to be absent longer will be deemed no longer to be able to fulfil his/her duties and shall be asked to resign his/her position. Failure to do so within a period of 14 days will result in a proposal to Council to remove the country/regional co-ordinator concerned. In the event of leave of absence being granted. a country/regional co-ordinator shall appoint a deputy country/regional co-ordinator to replace him/her for the duration of the leave of absence and shall inform the Secretary in this matter forthwith.

End of term of office

26. Country/regional co-ordinators having served a full first or second term of office and not standing for a further term either by choice or by default, shall be considered by Council to be valuable assets of the ScoutLink network. Council shall discuss the possibility of offering a new position to the individual concerned within the ScoutLink network at the next meeting after operational status has been withdrawn.

Note: this sub-clause is meant to preserve valuable experience and knowledge of network management for the ScoutLink network. It is obligatory for Council to discuss offering a new position, not obligatory to offer the position.
