Clause 4: NETWORK MANAGEMENT

Some considerations:

ScoutLink provides a 24/7/364 global service for Scouts and Guides. As a service provider ScoutLink must have a operational structure to ensure an operational network within the standards set.

Network management ensures network operations within the set standards whatever these are (to be discussed at a later stage)

In order to do so network management consists of a network team and a tech team.

Network team is formed by all appointed ircops and is co-ordinated by the network co-ordinator

Tech team is formed by all appointed tech team members and is co-ordinated by the tech team co-ordinator.

Both network team and tech team rely on the competence of its members to ensure network operations within the set standards. This means that both icops and tech team members are appointed on basis of there abilities and skills in doing the job at hand. Furthermore, 24/7/364 operations needs to be ensured by appointing ircops and tech team members on a global distributed basis.

Having said this a system of appointment after selection seems a better way than a system of election. Selection means that country/regional co-ordinators are encouraged to look out for experienced regular users or experienced chanops/globops as candidate ircops or tech team members. Also appointing temp ircops at JOTI time is a good opportunity for cc/rc’s to screen for possible candidates.

Candidates will be put forward to both the network co-ordinator and the tech team co-ordinator. The co-ordinators can appoint temporary ircops or tech team members for a period not shorter than 13 weeks and not longer than 26 weeks. After this period a review will be held involving the co-ordinator, the candidate and his/her country/regional co-ordinator. If all parties are satisfied the candidate can perform as required, a proposal to appoint the candidate to full ircop status or tech team (admin) status will be made to Global Council.

Appointments will be for three years. Before the end of the three year period a review will be held of the ircops/tech team members performance. If all parties agree, the appointment is extended. In case the review throws up doubts about the functioning of the ircop/techie in question, a period of improval can be set within which performance needs to go up. If performance still lacks after this period Global Council will be asked to terminate the appointment.

??? Group of appointed officials, temporary officials training for JOTI, temporary officials with JOTI experience. Last group is eligible for appointment to full status after a further trial period ??? Idea is to have a permanent replacement group who can be called on the moment someone resigns/is removed. This to ensure a functional network at all times.
